== The Document ==
The Powers of the Prime Minister of the Imperial Coalition
The Prime Minister of the Imperial Coalition has the power to introduce votes in the
Mayors-of-the-Union server (being the sole person who can do so). The PM does not hold the
authority to do make any new rules without the consent of the Mayors.
The PM may live and work in the Prime Minister’s mansion in the Capital City of Okeogi.
The PM may live and work in any other town and can hold duel responsibility as a Mayor and
Prime Minister.
The PM has the power to directly name new un-official imperial territories without the consent
of the Mayors.
Removing a PM requires a unanimous (minus 1) vote on all three possible polling locations
(public, coalition-assembly, mayors-of-the-union).
The PM has the sole power to approve the creation of foreign embassies and kick out existing
ones along with their respective ambassadors (which may include stripping them of their
building rights).
No vote is allowed to be initiated that effects the following as they are left to individual towns:
- Building
- Mining
- PvP
- Animals
- Farming
- Nether access
- Wilderness access
The Prime Minister may initiate votes respecting (not limited to):
- National animal, plant, etc.
- Name of union
- Inter-town connections funding and labor (railways, trails, etc.)
- Individual town monetary aid
Introduction of votes:
The public has the authority to start any vote on the public-voting-system server. Any and all
results are non-binding. It may be used to get an idea on what is popular or to survey how
 
potential votes would turn out if initiated. Mayors and the Prime Minister may introduce votes
on the coalition-assembly. The electorate includes all Mayors and Council members (appointed
by mayors), and the Prime Minister. These results if introduced by anyone other than the PM
are non-binding but may be accepted by the PM as legitimate.
Enforcement:
The things the Prime Minister has the power to initiate votes on mainly affects the perception
of the Union on an international scale and is done with towny-exclusive commands that go
unopposed.

All Prime Ministers of the Imperial Coalition have to abide by the Powers of the Prime Minister document as outlined in the IC Charter. It was created along with the establishment of the Imperial Coalition. It sets limits on what authority the Prime Minister has on territories and member states.
